Behind GQEP are international experts and specialists in curriculum development, teacher training, research and evaluation, school administration, management development; information and communication technology, systems analysis and design, programming, web development and maintenance, engineering, sustainable regional and urban planning and management, environmental impact assessment, community development, resource generation, and policy development, among others. These experts are respected practitioners from the private business sector, academe, government and nongovernment organizations as well as from some international development agencies like the United Nations.

 Dr. Edna Azurin
 One of the 2005 ten outstanding citizens of Quezon City, former Superintendent of the Quezon City Division of Schools; a holder of a Ph.D. in Education and an active socio-civic leader for the development of children and youth with a special outreach project for the poor children – Children’s Toy Library.
 Dr. Nilo Rosas
 Visiting professor of Columbia University in NY, USA, former Undersecretary of DepEd, former President of the Philippine Normal University, former Regional Director of CHED-NCR, and currently the Vice President of the Lyceum Philippines.
 Engr. Antonio Rivera
 International management consultant, Director for Business Development in Asia, Messer, Shanghai, China
 Engr. Augustin M. Basaen
 a registered electronics and communications engineer and 9th placer in the Philippines ECE Board licensure, a systems analyst and programmer; moved to New Zealand in 1989 and to the United Kingdom in 1998 where he practiced his profession, particularly, in ICT. He established his own London-based ICT consulting firm.
 Engr. Ines M. Basaen
 President and CEO of GQEP; a chemical engineer with masters degrees in engineering education and chemical engineering as well as a Ph.D. in Education major in research and evaluation; concurrently the Executive Vice President of Informatics International College-North Avenue (Q.C.), the most bemedalled Informatics campus in the Philippines; special consultant to the President of Synermaxx Corporation, the first truly integrated business, internet & mobile and product solutions company in the Philippines; former consultant to the United Nations agencies like the UNICEF, ILO, UNDP, UNESCAP and the UNESCO Education for All program and to the International Federation of Red Cross and Red Crescent Societies in the Philippines and in some Asia-Pacific countries; former Country Manager of the UNDP Capacity 21 for Sustainable Development project; former Asia-Pacific Manager of the International Disability Rights Monitoring Program of the US-based Center for International Rehabilitation; former Asia-Pacifc Manager of the Earth Council; former Chief of the Technical Panel for Engineering Education; and former instructor of the St. Louis University College of Engineering and Philippine Military Academy
 Engr. Manuel Gloria
 President of Water Quality Systems, consultant to the DENR Pasig Rehabilitation Project; environmental management specialist, and consultant to various foreign-funded EIA projects
 Mr. Daniel Ongchoco
 The invaluable Executive Director of GQEP, he is a multi-awarded entrepreneur and the first-ever recipient of the Philippine Franchise Association's Franchisee of the Year Award for the Service Category (2004). Boone, as he is more fondly called, is the President of GNO Tech Resources, the company that operates the most bemedalled and largest franchise network of Informatics in the Philippines and concurrently holder of the master franchise rights to operate Informatics in Shenzhen, China. He is also the Chairman and CEO of Synermaxx Corporation, the first truly integrated business, internet and mobile, and product solutions company in the Philippines. A former brand manager at Procter & Gamble Philippines, he graduated class valedictorian from DLSU-Manila with a B.A. in Economics (summa cum laude) and a B.S.C. in Management of Financial Institutions (also summa cum laude). An active Rotarian with a passion for community service and a dream of making this world a truly better place, he is currently the President of the Rotary Club of New Manila Heights of District 3780.
 Mr. Ding Fuellos
 community development specialist, former program officer of the Philippine -Canada Human Resource Development Fund, Community Mortgage Programme of the Phil. Business for Social Progress and Capacity 21 for Sustainable Development
 Mr. Jewel Udarbe
 Dean for IT and Computing Studies of Informatics International College Diliman Campus; consultant to a World Bank-assisted project of the Department of Agrarian Reform, a graduate of MTM, MSIT, MPA major in spatial information management and currently, completing his Doctorate in Public Administration at the University of the Philippines.
 Mr. José Inácio Almeida
 a manager of the all2IT company in Portugal; an expert in VSAT telecommunications design and a graduate of electronics and communications engineering in Portugal. His most recent accomplishments include the design and supervision of the installation of the telecommunications network of East Timor, Kosovo and Rwanda.
 Mr. Kenneth Palacios
 Currently General Manager of Novare Technologies Limited, a company engaged in providing outsourcing services in backend carrier integration and application programming interface; he is the non-executive Chairman of GQEP; prior to Novare, he served as VP for International Sales & Corporate Applications for WolfPac Mobile Inc. and Country Manager for 3Com Corp. in the Philippines; he is the holder of a BS in Computer Science, Major in Information Technology degree from De La Salle University-Manila.
 Mr. Norman Tayag
 behavioral psychologist and community development specialist; programme officer of the Foreign Assisted Projects of the Dept. of Social Welfare and Development, former communications specialist under the UNDP Capacity 21 for Sustainable Development
 Ms. Cleofas M. Basaen
 Ph.D. in Education and a cum laude graduate of B.S. in Psychology; Vice President for Academic Affairs and concurrently Dean of the Graduate School of the University of the Cordilleras (formerly Baguio Colleges Foundation); an accreditor of the PAASCU and member of the RQUAT-CAR and Region I.
 Ms. Glenda Fortez, Ph.D.
 Dr. Glenda Fortez is currently the Program Director of the Language Learning Institute of the Miriam College Foundation. She was frmerly the Dean of the English Department of the same school as well as a professor in English and Literature at the De La Salle University in Manila City. She leads a team that trains DepEd public school teachers nationwide especially in instructional English. She is also a specialist in curriculum design and educational measurement and evauation.
 Ms. Josette San Luis
 coastal resource management and EIA specialist, programme officer for coastal resource management of the DENR, former programme officer for the formulation of the Philippine Agenda 21 for Sustainable Development under the UNDP Capacity 21 for Sustainable Development project
 Ms. Ma. Elisela Rio-Vitriolo
 A professor of sociology at the University of the Philippines-Manila and a holder of MA in Sociology.
 Ms. Ma. Teresa P. Villa
